O presente artigo analisa os efeitos do custo, da grandeza e da comple­xidade que o sector público alcançou com o desenvolvimento do Estado de Bem-Estar social e que levou a que um conjunto de países industrializados procedesse a realização de mudanças, mais ou menos radicais, nas estruturas e nas funções do Estado e, em particular; na Administração Pública, pela adopção de novas ideias de gestão, oriundas do sector privado, paradigma conhecido na literatura com a designação de New Public Management.

O trabalho tem como objetivo analisar o potencial transformador das relações entre o Estado e as ONGs. Para isto, abandona a busca de definições pàra as ONOs e procura entender os dilemas que circundam estas organizações como reflexo de uma luta política, estimulada pela própria crise paradigmática. A partir de então, aborda o projeto político articulista, cuja concepção de ONG situa-se no campo das mudanças políticosociais, onde o Estado é objeto de reconstrução, através da redemocratização e a transformação social se operacionaliza com a participação da sociedade no controle das políticas públicas. Finalmente, avalia algumas experiências de parceria entre o Estado e as ONGs, além dos desafios enfrentados pelo novo projeto político diante do avanço neoliberal

This study aimed to measure the perception of maturity project management of state boards of Rio Grande do Norte by the perception of its managers. Argues that project management has been highlighted as a critical factor for the success of any organization, because the projects are directly related to the set of activities that result in organizational innovation as products, services and processes and the improvement of project management is directly aligned with the main pillars of the New Public Management. Methodologically, this is a quantitative research of a descriptive nature in which 161 forms were applied with coordinators and subcoordinators of state departments of Rio Grande do Norte, culminating in a sampling error of less than 6% to 95% confidence according to the procedures finite sampling. The process of tabulation and analysis was done using the package Statistical Package for Social Sciences - SPSS 18.0 and worked with techniques such as mean, standard deviation, frequency distributions, cluster analysis and factor analysis. The results indicate that the levels of maturity in project management in state departments of Rio Grande do Norte is below the national average and that behavioral skills are the main problem for improving management in these departments. It was possible to detect the existence of two groups of different perceptions about the management of projects, indicating, according to the managers, there are islands of excellence in project management in some sectors of the state departments. It was also observed that there are eight factors that affect maturity in project management: Planning and Control , Development of Management Skills , Project Management Environment , Acceptance of the Subject Project Management , Stimulus to Performance , Project Evaluation and Learning , Project Management Office and Visibility of Project Managers . It concludes that the project management in state departments of Rio Grande do Norte has no satisfactory levels of maturity in project management, affecting the levels of efficiency and effectiveness of the state apparatus, which shows that some of the assumptions that guide the New Public Management are not getting the levels of excellence nailed by this management model

This thesis aims to identify how civil servants perceive changes made inthe carrying out of their work after their taking part in the Course forTechnicians in Public Management of the Government of Rio Grande do NorteState. As for the methodological procedures, an exploratory-descriptivequantitative research has been carried out through structured questionnaires appliedto 118 civil servants from the first groups of the Course for Technicians, thusshowing a margin of error of 4.18% to 95% of confidence, according to theprocedures of finite sampling. The table processing and analysis rested uponthe Statistical Package for the Social Sciences SPSS and was carried outthrough univariate, bivariate and multivariate techniques with emphasis on thetechnique called Factor Analysis. O desenvolvimento econômico em nível municipal tem sido tradicionalmente estudado a partir de variáveis econômicas, da estrutura política ou da capacidade endógena de inovar e criar riqueza. A hipótese teórica que guia esta pesquisa é que o desenvolvimento econômico de um município depende essencialmente da qualificação da gestão municipal. A partir de uma abordagem multidisciplinar e interdisciplinar, em nível metodológico, expõe-se a primeira fase da investigação, exploratória, baseada em uma metodologia quantitativa, em diversos municípios do estado do Pará. Expõem-se e analisam-se as variáveis planejamento e a gestão de pessoas. Como conclusão, observa-se a importância que adquire o planejamento a médio e longo prazos e a formação do pessoal para o fortalecimento institucional.

Como decorrência de uma maior pressão por resultados e da ascensão da nova gestão pública o setor público tem incorporado cada vez mais metodologias de gestão oriundas do setor privado dentro de suas práticas. Contudo, essa incorporação tem sido feita, muitas vezes, de forma acrítica e por isso é importante entender as especificidades do setor público e como estes podem impactar a implementação da gestão de projetos. Para promover essa análise o projeto utilizou uma pesquisa qualitativa, classificada quanto aos fins como descritiva e quanto aos meios utilizou pesquisa bibliográfica e também uma pesquisa de campo com especialistas da área de gestão de projetos. Os resultados das entrevistas foram confrontados com a revisão da literatura utilizando a análise de conteúdo. Como conclusão do trabalho foram identificadas como principais especificidades da gestão pública que influenciam a gestão de projetos o ambiente legal mais rigoroso, as políticas de pessoal não meritocráticas, a influência política, a maior diversidade e complexidade da gestão de stakeholders e as dificuldades de mensuração do desempenho dos projetos e de seus impactos.

Este estudo objetiva investigar o estágio em que se encontra a auditoria operacional no Tribunal de Contas do Estado do Rio de Janeiro (TCE-RJ), quais as suas modalidades já foram realizadas, os benefícios gerados para a melhoria da gestão do gasto público e os estágios que faltam para ser considerada plenamente implementada. A pesquisa parte do pressuposto de que no TCE-RJ a auditoria operacional ainda se encontra num estágio embrionário, assim como em quase todos os Tribunais de Contas dos demais estados, e necessita avançar mais para alcançar o estágio pleno, uma vez que este tipo de auditoria amplia os seus papéis para além da fiscalização legal das ações governamentais, ao ter que verificar a existência de eficiência, eficácia, economicidade e efetividade nessas ações. Além de proporcionar o fortalecimento dos controles internos e aperfeiçoamento das rotinas e procedimentos dos órgãos auditados e abrir um canal para interação com os gestores públicos. Para materializar os objetivos fixados, levantamos todas as auditorias com enfoque de auditoria operacional ou de avaliação de programas realizados nos últimos dois anos no TCE-RJ, selecionamos então uma delas para uma análise detalhada dos seus conteúdos e benefícios gerados ao aperfeiçoamento da gestão pública. O estudo analisou, ainda, como os técnicos gestores do Tribunal percebem auditoria operacional, a fim de identificar os benefícios que ela traz e os estágios a serem alcançados para a sua plena implementação.
